Instructions
- Preheat the Oven: Set your oven to 350°F (175°C) and grease a 1.5-quart casserole dish or an 8×8-inch square baking pan to prepare it for baking.
- Prepare the Batter: In a medium-sized mixing bowl, combine flour, baking powder, salt, sugar, and cocoa powder. Add melted butter, milk, and vanilla extract, stirring until the batter is smooth. Fold in walnuts if using. Spread the batter evenly into the prepared baking dish.
- Make the Topping: Mix sugar, brown sugar, salt, and cocoa powder in a separate bowl. Evenly sprinkle this mixture over the batter in the baking dish without stirring.
